Winter Carnival has begun as soon as the year 2020 begins. Winter Carnival was first held in the year 1978. In those days tourism business in Manali was negligible. Many artists have gone off the stage to compete in Bollywood by winning contests like Winter Queen and Voice of Carnival.
These include Anil Suryavanshi, Nitin Kumar, Ankush Bhardwaj, Vinod Rathore and Jasmin.

It was handled by GR Prem, the first vice-chairman of the Manali Notified Area Committee and Pandit Zulfu Ram, who gave Kullavi folk dance culture an important place in the country and abroad. Presently, Carnival has achieved national
status. Today, not only the country, but foreign cultural parties also perform their art in the stage of Carnival.
