It has been 5 years, 8 months and 5 days since Modi's statement. The Nirbhaya Fund made in the UPA Government is still there. But the Nirbhaya Fund which was started with an amount of one thousand crores. Its amount was halved in the Modi government itself. Thousands of crores of rupees were added to the Nirbhaya Fund for two years, but in the last three years only 1600 crores were added to it. However, in the very next year of the Modi government, 2015-16, no amount was given for it. It was not us, but the government itself that was told in Lok Sabha on 27 July 2018. At that time, on the question of 11 opposition MPs, the Ministry of Women and Child Development was told that by 2018-19, Rs 3,600 crore has been transferred to the public account for the Nirbhaya Fund. In the budget of 2018-19, an allocation of Rs 500 crore has been made for the Nirbhaya Fund, which is the lowest ever.

5670 crores sanctioned for projects related to women safety in 5 years, but only 76% not used
Jugal Kishore Sharma, Sanjay Jaiswal in Lok Sabha on 26 July 2019 Reeti Pathak sought information related to the project started under the Nirbhaya Fund. In response, Women and Child Development Minister Smriti Irani told about the projects started under different ministries and their expenditure. These ministries included the Ministry of Home Affairs, Ministry of Railways, Ministry of Road Transport and Highways, Ministry of Women and Child Development, Ministry of Justice and IT Ministry. According to the reply, under the Nirbhaya fund, Rs 5670.41 crore has been given to different ministries for the project related to women safety, but out of this only 1376.81 crore has been spent, which is only 24%. That is, 76% of the funds have not yet been used.

An amount of Rs 1672.21 crore has been provided by the Ministry of Home Affairs alone, but less than 9% of this means only Rs 146.98 crore has been spent. The highest amount of Rs 390.90 crore was given to Delhi by the Ministry of Home Affairs, but out of that only 19.41 crore was spent. This information was given by Smriti Irani in the Lok Sabha in response to a question on 9 November 2018.

What happened to the three major schemes for women safety?
1) Women Police Volunteer Scheme: 22% of the amount spent

It was launched in July 2019. Under this, any woman or girl can do volunteering. For this, an honorarium of 1000 rupees is given every month. 16.23 crore rupees have been released by the Ministry of Women and Child Development for this scheme, but out of this only 22% i.e. 3.58 crores have been spent.

2) One Stop Center Scheme: 13% amount used only
Women, girls and girls suffering from any kind of violence are under police, legal, medical assistance and living under one roof. The scheme was launched in 2015 to get the arrangement of. For this, Rs 311.14 crore was given through the Nirbhaya Fund, out of which only 43 crore has been spent. That is, only 13% of the amount given was used.

3) Mahila Helpline Scheme: 47% of the amount could not be spent
The Central Government started this scheme in 2015 to help women. For this, 45.26 crore rupees have been released by the government. However, only 24.16 crore rupees have been spent on this scheme. 47% of the money released by the government for the women's helpline could not be spent.

What is Nirbhaya Fund?
After the Nirbhaya case in December 2012, the then UPA government introduced Nirbhaya Fund in the 2013-14 budget. The fund works under the Ministry of Women and Child Development. In the first two years, the Ministry of Women and Child Development had put one thousand crore rupees in it. This ministry is the nodal agency of the Nirbhaya Fund. Earlier this ministry used to release funds to the rest of the ministries, but later on the Nirbhaya scheme by the Central Government or the State Governments is given to the Ministry of the Program or Project, which the concerned Ministry approves and sends it to the Ministry of Economic Affairs . Funds are released by the Ministry of Economic Affairs.
