Muslims were not included in this because their right to faith is protected. The areas of their struggle are for any other reason, not on the basis of religion. Rakesh Sinha said that the rights of Hindus and Sikhs in Pakistan, Afghanistan and Bangladesh are in danger. Giving them their rights can be how to take away someone's right in India.
